BCCI is planning to resume the tournament on 18-19 September. A 3-week window is enough to complete the remaining window and BCCI plan to resume between 18 September to 10-15 October. The Final of the IPL 2021 will be on the 9th or 10th of October.

IPL 2021 expected new schedule: What BCCI says?
BCCI Official told PTI “The BCCI has spoken to all stakeholder and the likely start could be between 18th to 20th September. It is more likely that you want to re-start it on a weekend date.”
“Similarly, October 9th or 10th will be the final as it’s a weekend. We are finalizing the itinerary and there will be 10 double headers and seven evening matches along with four main games (two qualifiers, one eliminator, and the final), which completes the list of 31 matches,” the official added.

What is BCCI’s plan to complete all the matches within this Window?
To Complete this tournament at this time is hard, but BCCI is ready to manage the whole remaining match between the window. We might see 10 double-header matches in the new schedule.
BCCI is still waiting for the final announcement for the new schedule and dates, But sources confirm that it will be announced next month.
